Windows Command cmd not recognized as internal or external command

One day, you type command in "command prompt" and the program response " not recognized as internal or external command".

Please come down, we can fix it very simple 

In Run, type "cmd" and click right mouse to select "Run as administrator"

And now,  everything become normal
